L’Ethiopie a procédé à l’inauguration officielle de sa nouvelle agence spécialement consacrée à la diaspora, le 1er mars 2019 à Addis-Abeba.
Dénommée Agence de la diaspora éthiopienne, cette nouvelle institution a été mise sur pied « pour créer un environnement plus favorable pour la diaspora et pour renforcer son engagement dans le processus d’édification de la nation », a déclaré sa directrice générale, Selamawit Dawit (photo, centre).
Ajoutant que « toute la diaspora éthiopienne sera desservie de manière égale et que ses droits et avantages seront protégés en travaillant en collaboration avec divers acteurs ».
Selamawit Dawit a, par ailleurs, déclaré que la diaspora constituait un atout technologique, doté de connaissances et de compétences pouvant aider le pays dans son processus de réformes.
A cet effet, l’agence préparerait actuellement un système de base de données afin d’identifier les membres de la diaspora éthiopienne et leur lieu de résidence. Elle fournira également des outils de qualité et des informations claires sur le pays en utilisant des stratégies habilitantes pour renforcer la participation de la diaspora dans divers domaines tels que le commerce et les investissements.
Mise sous la tutelle du ministère des Affaires étrangères, l’Agence éthiopienne de la diaspora aura des antennes régionales et sera présente dans environ 60 missions diplomatiques, à travers le monde.
Estimée à environ 3 millions de personnes à travers le monde, la diaspora éthiopienne est l’objet d’une véritable opération de charme de la part des autorités du pays, en raison de son atout financier pour le développement du pays.
Selon une étude de la Banque centrale d’Ethiopie, les envois de fonds de la diaspora éthiopienne sont passés de 4 milliards $ en 2016, à plus de 4,6 milliards $ en 2017. Ce qui correspond à environ 5% du PIB du pays.
